The Vermont Labor Relations Board (VLRB) deals with very specific types of cases -- primarily involving Vermont State Employees, State Colleges employees and University of Vermont employees.  What follows is an excellent summary of VLRB cases by Timothy Noonan, Executive Director of the VLRB.

Other cases involving unionized employees are brought under the jurisdiction of the National Labor Relations Board (NLRB).  However, the principles discussed by Mr. Noonan in analyzing VLRB cases are usually the same for other cases involving unions (NLRB cases).

It is important to remember that these cases only apply to unionized employees, and you should not assume that these issues would be at all similar for nonunionized employees in the workplace.   However, some of the principles (such as constructive discharge) may be the same in the nonunionized workplace.

Mr. Noonan's materials can be found on the web at http://www.state.vt.us/vlrb/NCaseLawIndex.htm.  An easier to read copy of the materials on union grievances can be found here (this is a .pdf file and will take some time to load).
